"The secondary DPM server protects the database of the primary DPM server, and also protects the replicas of volumes C and D of the file server."
So the Secondary DPM server is protecting the Primary DPM servers database and replicas. It communicates with the Primary DPM server not directly with Protected Servers of that Primary DPM server. Another indicator is that you have to switch protection (

if you want the secondary DPM server to protect the Primary DPM servers Protected Servers directly.
