  • The Question is no much clear.

You can block the file transfer in all Peer-Peer IM conversation and in Conference as well by modifying the existing conference policy at Global level or Site or Tag level.

To block the file transfer in Peer-Peer IM chat:

    Set-CsConferencingPolicy -Identity <PolicyName> -EnableP2PFileTransfer $False

To block the file transfer in conference :

    Set-CsConferencingPolicy -Identity <PolicyName> -EnableFileTransfer $False

  • This commands will block the file transfer irrespective of communication whether it is between Skype and Skype for Business or between Skype for Business and Skype for Business.

If you are looking to block the file transfer only between Skype for Business and Skype client then you may need to block the file transfer at your Lync 2013 / Skype for Business Edge server level, below is the command to achieve this

    New-CsFileTransferFilterConfiguration -Identity EdgeServer:Edge01.Domain.com -Action BlockAll -Enabled $true

Note : The above command will block the file transfer not only with Skype but also with all your Federated partners and the your own skype for Business users who are signed in home network.
