Does the wrong date and time issue happen to all emails send/receive within Exchange server?
Please check the date and time settings in Exchange server and Domain Controller respectively. Also keep Outlook client closing, only use OWA (Outlook Web App) to send and receive test message, confirm if the issue can be reproduced in OWA.
If the issue only happens to specific user in Outlook client, please restart Outlook in safe mode to narrow down the third-party add-ins:
Press Win+R to open Run in Windows, type Outlook /safe, press Enter.
