I understand that some programs can't be uninstalled but some programs can. Am I right?
Could you please list the programs that failed to be uninstalled? Their Uninstaller file might be corrupt.
At this point, let us prepare clean boot to uninstall the program:
Clean Boot prevents software conflicts by preventing the startup items and non Microsoft services from loading. This way you can safely follow the process of elimination to check which application is causing this behavior.
