UR8 for R2: Why does ConfirmDelivery=true fix Microsoft.SystemCenter.HealthService.SCOMpercentageCPUTimeCollection RRS feed

    This is one of the fixes listed with UR8 :

    SCOMpercentageCPUTimeCounter.vbs causes enterprise wide performance issue

    I compared UR8's Microsoft.SystemCenter.2007.mp to UR7, expecting there to be a change in the script. Script is the same. Here's the fix:

    <Rule ID="Microsoft.SystemCenter.HealthService.SCOMpercentageCPUTimeCollection" Enabled="true" Target="SCLibrary!Microsoft.SystemCenter.HealthService" ConfirmDelivery="true" Remotable="false" Priority="Normal" DiscardLevel="100">

    Googling shows a little discussion about how this property can affect cookdown, and some other interesting information, but what ConfirmDelivery specifically does and how it should be used is a mystery. My guess is this problem resulted from a copy/paste error since the script and modules are unchanged. That could happen to any of us. 

    Any insight is appreciated!
