Loopback Adapter Windows 10 Installation

Good day,
I have a fresh install of the Windows 10 OS, all drivers where installed and laptop seems to be functioning normally.
I am interested in developing websites using Microsoft IIS, ASP, etc..., I turned on the developer settings to achieve this.
My problem is the Microsoft Loopback adapter which is normally installed manually using add hardware feature. It doesn't bring up any dialogue after I select the option to manually select hardware from list.
Can anyone tell me how to install a loopback adapter in Windows 10 so I can use http://localhost/ (IIS) server?

Follow this procedure
go to the device manager and select add hardware select Microsoft "comp name" Loopback Adapter.
Make sure it show properly under the network adapters section in device manager.
(reboot)
Now you should see the card and can assign a ip.
But i must be missing something as if you do ping localhost it should already point back to you 127.0.0.1

No fear, your loopback connection is still there--you just need to know where to go to pull it in..
I ran into s similar issue, however pertaining to establishing a loopback connection to GNS3 to allow for CISCO CCP to connect to GNS3 to manage the routers. so here goes..
Get to your device manager. I went through my windows 10 'window' icon on the btm left hand corner of the desktop on your new taskbar. From Device Manager. Right click on the very top icon which should be whatever your computer name is. Select 'add legacy hardware' in the welcome window go to 'next' from here you have 2 options. select the 2nd option 'Install the hardware.....manually....(Advanced). Select next. scroll down to network adapters. select next, let that cook for a few seconds...you will have 2 windows, on the left window scroll down to Microsoft, should be at the very end of the list.. select Microsoft, then --- >> on the window to the right, scroll until you find your loopback adapter, select it, then select next again, the following wizard window appears, the wizard will indicate it has your loopback adapter and is ready to install..select next --let thais cook.. that's it..
you should be good from here..

It looks like this option is missing from build 14393 release 160715-1616
I can't find it (it was installed on my computer, and now it is missing and I can't add it)

I was thinking the same thing, but I found "Microsoft KM-TEST Loopback Adapter" in that list. Originally I hadn't seen it because it wasn't under "L" but as I looked at the list more carefully. It works the same.
