  • I'm not sure you can even do this.

    Those policies will ALWAYS prefer Wi-Fi regardless of their setting. Setting them to true or false dictates the capabilities and what happens in the event that Wi-Fi isn't available.

    Pushing everything over a cellular data network isn't something that's normally preferred, hence the reason there's no policy to do that.

    Require Wi-Fi for VoIP

    OFF

    Lync will try to use Wi-Fi to make Lync calls, but when you’re not connected to Wi-Fi, Lync will use your cellular data connection.

    …to ON: If you’re connected to a Wi-Fi network, Lync will try to use Wi-Fi for calls. If you’re not connected to Wi-Fi when you make an audio or video call, Lync calls you back at the number you specify. In this scenario, you’ll be connected to the audio portion of the Lync call only. Video won’t be available. This might result in usage of your mobile voice plan minutes.

    Require Wi-Fi for Video

    ON

    Lync will use only Wi-Fi to make Lync video calls. It will never use your cellular data connection to send or receive video.

    …to OFF: Lync will use your cellular data connection to send and receive video when you’re not connected to a Wi-Fi network. If you are connected to Wi-Fi, Lync tries to use the Wi-Fi network for video instead. Video isn’t available for calls connected via your mobile number over the cellular voice network.

    Happy to be corrected but I think you're out of luck.

    What kind of mobility policy do you create, site policy or user policy?

     

    According this link: https://technet.microsoft.com/en-us/library/hh689987.aspx, the default values are false for these two parameters.

     

    RequireWIFIForIPAudio

    Optional

    System.Boolean

    When set to True, the user can use IP audio in calls made when his or her mobile device is connected to a WiFi network. That means that the user will only be allowed to make audio calls using Wi-Fi, and will not be able to use the standard cellular phone network. The default value is False.

    This parameter was introduced in Lync Server 2013.

    RequireWIFIForIPVideo

    Optional

    System.Boolean

    When set to True, the user can use IP video only in calls made when mobile device is connected to a Wi-Fi network. If mobile device goes outside of Wi-Fi range, then video calls will be received as audio calls only. If this property is set to False (the default value) then the user can make or receive IP video calls in using either a Wi-Fi or a cellular data connection.

    This parameter was introduced in Lync Server 2013.

     

    Please first use these commands “Get-CsMobilityPolicy” and “Get-csuser -Identity xxx” to check the mobile policy has applied to the site or the user.

     

    Also please try to create a pre-user mobility policy and grant this policy to user, and check if the policy can apply to the user.
