Question About Quotas of vCPUs and Static Public IPs

Dear,
I have a query about vCPU limit and static public IPs in Azure Subscription - I didn't find a catalog for public IP addresses in requesting for bigger quotas. Reserved IP sounds most like what I need, please can you help shed some light on how to increase it. Also I wonder if I increase limit for vCPUs here, will the cost on bill get increased too please? - I am not about to add new servers there this billing period.
Not seeing a list for public IP but saw reserved IP - guess they are different.
