Hello,
See this forum-post;http://www.orafaq.com/forum/t/29838/2/
Its an application specific error that seems to relate to the application not beeing able to locate resources that it needs.

Don't worry about this error and open a debug command prompt. Try to browse that file on your Q: drive (via debug command prompt) and see if that exists.
Check this out to look inside a running application: http://www.softgridblog.com/?p=51

This is a complete finger in the air guess but I believe this application has HKCU settings which need to be set for each user. Did you launch the application during your sequence? If so check your registry to see if there is any hard coded paths in there...If I was you I think I would try re-sequencing the application and just not launching or capturing a FB in this case.
That's just what it sounds to me, I could be wrong. Sounds like it worked during the launch because it was a launched for the sequencers user account so the reg was set correctly for that but then when deployed to the client it's a different user possibly?
Also doesn't some Oracle apps require to be installed to the root of C:\ is this one of them? Have you sequenced to the root of C:\ ?
