Does anyone else have the same issue in your organization?
Can you see your message at once when you send your message in client?
If this issue occurs when you send or receive the first instant message in Skype for Business, it maybe the client issue. As a workaround, you can try to update the client to the newest version and then clear your client cache file and see
if this issue can be fixed.

Besides, you can try to change the network environment to see if it works.
