App-V ist Part of the Microsoft Desktop Optimization Pack (MDOP), which is licensed via Software Assurance (SA). If you have SA, you can download App-V 5.1, which contains the Client, Server and Sequencer Setup, from the Volume Licensing Service

As far as I know, there is no Evaluation Version of MDOP, which you can download. However, there is a MSDN Version, which can be found in the MSDN Portal.
