Password policy for domain users must (!) be linked to the domain, not to a Users OU.

  • Hi,
Agree with Martin, and if you want to set another password policy for specific users in OU, you could consider to create global group, add required user from OU to this group and then deploy fine-grained password policies to them, fine-grained password policies could be used to apply different restrictions for password and account lockout policies to different sets of users in a domain. Please see details from: https://technet.microsoft.com/en-us/library/cc770394(v=ws.10).aspx
In addition, for fine grated password policy, the domain functional level must be set to Windows Server 2008 or higher.
