Hello all,
Any idea about the underlying technology or what web part used behind this forum? I am interested in developing similar Knowledge Base/Help desk system where it suggest related topics for the questions I am about to ask.

You can achieve this system functionalities from the readily available Fantastic 40 SharePoint templates from teh link below.

Just so you're aware, these forums do not run on SharePoint. They are based on a third-party forum product called Community Server, made by Telligent Systems. I'm not quite sure of this, but I think that there has been at least one subsequent release of Community Server since these forums were last updated from a functional perspective, so what's now available from Telligent may be newer than what you see here as well.
