No, the RES_RATES_TABLE in MSP.RESOURCES is binary data. It's not a good idea for anyone who has admin access to the Project Server Published db, but not necessarily a resource management role, to be able to easily read cost rates of other enterprise
resources.
On the other hand, a project manager can use VBA to read resource cost rate tables (or simply look at the Resource Information dialog box) in a single project that he/she manages in Project Standard or Project Pro.
