Operating system configuration error when installing Visio pro 2013 and Office 2016 on Windows 10 with different Microsoft accounts RRS feed

  • Some techs and I have a persistently frustrating issue that we are trying to resolve.

    I had a perfectly stable 64-bit Windows 10 system running the full Office 2016 suite, except Visio -- the latter is not provided by my work. I had to procure that separately (under a different Microsoft account).

    I purchased a license and installed it on the system. The first time I opened it, I received the error "Your operating system is not presently configured to run this application." 

    Here is what we have done so far:

    Repaired Visio = same result

    Turned off Norton AV = same result

    Uninstalled and reinstalled Visio = same result

    Uninstalled and reinstalled Office = same result

    Uninstalled Office = same result

    Uninstalled Norton AV = same result

    Uninstalled previous versions of Office = same result

    Ran the uninstall all Office files application 4x = same result

    Repaired Visio (again) = same result

    Uninstalled and reinstalled Visio (again) = same result

    Uninstalled SQL Server 2008 and 2012 (developer PC) = same result

    Uninstalled Visual Studio 2010 and 2012 = same result

    Repaired the OS = same result

    Performed a clean OS load, installed Visio (it ran fine), installed Office = same result

    Any suggestions?
