Either you may use a windows 7 machine and install RSAT
You can download it for free for win 7 from MS site
Create a new GPO for your users;
User Configuration - Control Panel Settings - Right Click Internet Settings [New Internet Explorer 10]
Create your proxy setting but remember, if there is a red underline you need to select that field and press : F5

To do this, you need to install RSAT on a Windows 8.1 client and then use GPMC on the client to configure IE 11 proxy settings. Otherwise, you can choose to do this via script to edit the Registry to configure proxy settings for IE 11.

To configure proxy settings for IE 11 via GPO, you can configure an Internet Explorer 10 item via Group Policy Preferences Internet Settings extension.
