SMS 2003 SP3
1) Can we make a Windows 2008 R2 server an SMS DP (non-bits enabled)? (seems like this is not supported... but it seems to work?)

Windows 2008 is not supported as a site system in SMS 2003 - http://technet.microsoft.com/en-us/library/cc179620.aspx You can install the client on a 2008 Server using the hotfix in this articlehttp://support.microsoft.com/kb/974014
