Unable to create new folders - Windows server 2008

I am unable to create new folders on my Windows 2008 Server. For example, I right click on the desktop and I do not get the option to create a new folder. I have tried this using the administrator account. Is there a fix/patch for this. I have been reading many forums that this is a known issue on Windows 7, but cannot find anything for Windows Server 2008.

Operating System: Windows Server 2008

Roles: terminal services

I know its for windows 7 but have you tried this?

Run a backup of the server before making any changes, this is my best advice on this one.
