You can save as template by using SharePoint Designer 2010

Go to List/Library settings --> Save as template --> Give name to the file and template
Save it to your desktop.
Then.....look at the link below

There are two ways
1)As mentioned above by few floks save a templete and later use the templete to create a new library
2)In the central admin -->Backup and restore -->Export the particular list and later you can import into any site in the same site collection o in diff site collection using powershell script..
But if u trying to make a copy in the same site collection when a document is added in a library ..You can attach a custom workflow or event reciever where is copies the document from one lib to other when document is added.
