First of all, we need to understand the Storage quotas of mailbox, I recommend this blog.

And here are several scenarios in my experience.
- If mailbox database settings are used as defaults, no matter what Storage quotas settings under Per-mailbox, Per-mailbox Storage quotas will use database Storage quotas settings.
- If mailbox database settings are not used as defaults, and per-mailbox has Storage quotas settings. Then the valves settings under Per-mailbox Storage quotas will take effect.
- If mailbox database settings are not used as defaults, and per-mailbox settings are not set, then per-mailbox Storage quotas will have an unlimited size.
So according to your situation, I suggest to check the storage quotas for this mailbox. Then not use the
mailbox database settings as default and set a valve (more then 50G) or not set a valve (unlimited).
