Client deployment on XP computers failing, MicrosoftPolicyPlatformSetup install fails.

  I installed the windows installer and I now have a new error, though MicrosoftPolicyPlatformSetup.msi is still the problem.

  The errors are:

  "MSI: The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance."

  "File C:\WINDOWS\ccmsetup\MicrosoftPolicyPlatformSetup.msi installation failed. Error text: ExitCode: 1603
  Action: DeleteAuthorityStoreDirectory_InstallRollback.GetProgress.
  ErrorMessages:
  The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance."

  Any ideas what might be causing this?

  Ran through those fixes but no luck, still get the same error.
