This problem is identified on Croatian Vista Business with Croatian keyboard layout but I believe it applies to other languages (French, Belgian, etc...)
Type cmd<enter> and keyboard layout in cmd window is correct.
Type edit<enter> in cmd window and keyboard layout changes to us-english, and can not be changed back.
I was able to reproduce problem with several other DOS applications.
Has anybody seen a solution for this issue?
