All advice on the interwebs is that this is not possible.
If it was just a question of a web page appearing broken you could have tried ie7 compatibility mode
http://windows.microsoft.com/en-us/internet-explorer/use-compatibility-view
Otherwise if you have a program that relies on IE7 and you own Windows 7 Enterprise, Professional or Ultimate you could run IE7 in XP Mode (a virtual machine)
http://windows.microsoft.com/en-us/windows7/install-and-use-windows-xp-mode-in-windows-7
You would need to disable automatic updates in XP Mode and download and install IE7 on the virtual machine
http://www.microsoft.com/en-us/download/internet-explorer-7-details.aspx
then manually use Windows Update repeatedly while deselecting IE8 until no more updates are left except for IE8.- Marked as answer by Vincent Wang-MCSC Monday, June 17, 2013 9:14 AM

Hi,
You can use the Compatibility View if you have some compatibility issue. Click Tools - Compatibility View Settings.Since you mentioned some programs is not compatible with Windows 7, which version of Windows 7 are you running? If it's Professional, Enterprise or Ultimate, you can download the Windows XP mode to run those programs.
