Windows 2012 R2 RDP Issue

We have provided a Windows 2012 R2 VPS to a customer with 27 RDP user licenses. Many times the users cannot connect to the RDP and they get the following message
the number of connections to this computer is limited and all connections are in use right now
However, when we check the number of users connected by accessing the VPS using noVNC console, we can see that there are no more than 4-5 users connected. The issue resolves only after the Remote Desktop service is restarted. I know Windows 2012 R2 has issues with RDP as we have faced these issues many times with other servers and VMs. However, this VPS has RDP user licenses issued. Is this because of some RDP bug in Windows 2012 R2 Operating system or the issue is something else?
Kindly help to understand and resolve the issue.Nitesh N

Have you limited the number of connections to your RD Session Host ?
This can be set through Group Policy
Computer Configuration / Admin. Templates / Remote Desktop Services / Remote Desktop Session Host / Connections / Limit Number of connections
Also, it can be set through Registry:
HKLM\Software\Policies\Microsoft\Windows NT\Terminal Services
REG_DWORD: MaxInstanceCount

1 what's the setting of below registry on session host server ?
Please go to start - run - regedit HKLM\SYSTEM\CurrentControlSet\Control\Terminal Server UserSessionLimit key to 27
2 Please check the symptom in a clean boot on problematical server 2012r2 (refer to windows 10 steps) if it is possible. Ensure the latest update has been installed to avoid known issue
