    I want to confirm that did the issue occur before? Have you made any changes before the issue occurred?

    First of all, we could try turning it on in safe mode and clean boot with networking first, then try restart the update.

    Windows updates and service packs may fail to install if there are corruption errors. For example, an update might not install if a system file is damaged. The DISM or System Update Readiness tool may help you to fix some Windows corruption errors.

    Try fixing Windows Update errors by using the DISM or System Update Readiness tool:

    What's your OS version and IE 11 version (About IE will show you)? 

    If you get message fail to install update for IE 11, please refer to the guide Tony provided. 

    If just the message for IE 11 browser, would you please capture the message detailed screen for us and post back here?

    In addition, you can try to Turn off IE in Windows Features and programs and Turn On to reinstall IE to check the results. Consider if the IE components were corrupted.
