Probably use Process Monitor and check logs when you try to rename, could be some access related issue etc

Hi KOR-HANS,
Are there any error messages recorded in Event viewer(windows log\Application, system) ?
Try the following steps to troubshoot the issue.
1.Run “sfc /scannow” in command with administrator right.
2.Login as another account to rename folder again.
3.Perform a clean boot to troubleshoot whether the issue is caused by a third party service.
