    Did you ever figure this out?  We are having the same problem in a production environment and are scratching our heads on how to fix it.  (We are doing more than scratching our heads, but it is not leading us anywhere.)  Thanks in advance.

    Our problem ended up being a 3rd party monitoring agent/service we activated on the server.

    Check the OP - I list what I've tried. Perhaps you may find your problem there?
