Distribution on Child sites servers states "Install Pending"

I am trying to distribute a new package created on my Central site, but "install pending" on all of my PrimaryChild site servers. All of the site servers assigned to my central site servers distributed correctly.

This is not a SMS 2003 question its SCCM 2007. I only have a SCCM 2007 system.
