I have existing SCCM 2012 hierarchy as 1 CAS and 1 Primary site server. I want to join my other stand alone SCCM 2012 primary site to the new CAS. Can we do that?

No I don't believe you can. You can have a stand-alone primary and expand it to become a child primary of a brand new CAS in a CAS Hierarchy.

If you want to go from one CAS to another, use the Export feature to export your content and import it into the new Hierarchy.
Also, as Torsten mentioned, is there a show-stopper reason why you need a CAS? Like without it you cannot do X Y and Z? CAS exist only to support 100K of clients or more. It's a design principle for CM12.

How many clients are you going to manage in total? Why have you decided to install a CAS at all?
