How do I transfer the address book from windows 98 to windows 7

I just purchased a new computer for my Wife for Christmas and I am having a devil of a time transferring her address book from Windows 98(Outlook 6)
to Windows Live mail.
I used export from the 98 program to transfer the data to a memory stick and from there I transferred(imported) it to contacts in Windows 7(64bit).
When I click on the contacts icon, a list comes up with her contacts and if you right click on the email address/click on Action then Send E-mail an error
message comes up stating that "there is no email program associated to perform the requested action. Please install an email program or, if one is already installed, create an association in the Default Programs control panel."
I have worked on this for three days, with HP/my internet provider and Future shop and can not figure out how you associate/integrate the contacts list with windows live mail so I can send an email from the contacts list.
Obviously I am missing something,
Any suggestions or help would be appreciated

Windows Live Mail is not part of Windows 7. Below is a link to one of Microsoft's sites for Live Mail:

These are instructions for transferring an address book from Outlook Express to Windows Live Mail:
Have you installed Windows Live Mail? It sounds like you haven't done so yet. (It's a free download, but it is not included with Windows 7.) The import is done from within WLM. You don't copy the .wab file from Outlook Express into a Contacts folder for the operating system.
