SMS 2003 Primary Site Installation

Question

We had an SMS 2003 site on a Windows Server2003. Unfortunately, this server crashed beyond restoration. I have setup another server and I want to install the SMS primary site on this new site but the Install an SMS Primary Site option is inactive. Only the Install an SMS Secondary Site is active as you can see from the picture below
. What sholud I do?

- Why install SMS 2003, why not install CM07 or even better yet install CM12?

One can only assume the restriction is orientated around licensing / budget
as for being able to install the SMS primary site:
- Make sure you are using the correct source files
- Make sure the pre-requisites for installing a primary site server have been met prior to your install:

If you only see the option to install a secondary site, then you have the Upgrade DVD and not the full version of the SMS 2003 media.
