Based on my research, Resource metering is something that can only be configured via the PowerShell interface.
With SCOM, we should be able to monitor VMs and host performance like CPU, memory, and storage. You may have Windows Operating system management pack imported into your management group, and have SCOM agent installed on your VMs.
