    I see. Thanks for the clarification.

    It seems yes that the Service Pack is required before you can install any subsequent Office updates. For example, in this KB article, we can see the following descriptions:

    "Important Updates for Office 2013 programs that are dated April 14, 2015, or later require Office 2013 Service Pack 1 (SP1) to be installed before you can install the update."

    "Important Updates for Office 2010 programs that are dated November 11, 2014, or later require Office 2010 Service Pack 2 (SP2) to be installed before you can install the update."

    "The following hotfix packages dated February 2013 (or later versions) require you to have the 2007 Microsoft Office suite Service Pack 3 (SP3) installed before you install the update."

  • Hi Richard,

    The service packs usually include two main categories of fixes:

    • Previously unreleased fixes that were made specifically for this service pack. In addition to general product fixes, this includes improvements in stability, in performance, and in security.
    • All the public updates, security updates, cumulative updates, and hotfixes that were released through a specific date.

    If I have understood your question correctly, seems yes, you will need to install the Service Pack to get all security updates.

  • Hi Ethan, et al,

    I'll give you an example.  In January, 2016 Microsoft began requiring Windows 7 Service Pack 1 in order to obtain security updates for Windows 7 via Windows Update or direct download.  Service Pack 1 was released in 2011, but it was not a requirement to obtain Windows 7 Security patches until January, 2016.  So, from 2011 through 2015 is an example of a period where Windows 7 Service Pack 1 was available but not a requirement for security updates.

    So, I do understand that Office Security Packs contain security updates, but I am not sure whether they are currently required to obtain security updates from Windows Update or direct download.

    I am asking this question concerning Office 2007 Service Pack 3, Office 2010 Service Pack 2, and Office 2013 Service Pack 1.
