CPU and Memory alert configuration in SCOM2007 R2

Question

Need an hep in configuring CPU and memory threshold ,I would like set up double threshold monitoring for CPU and Memory when CPU/memory usage exceeds 90% we should get warning alert and
if usage goes beyond 95% we should get an critical alert . How can we achive this ?

Sorry, I missed the subject line where you state it's SCOM 2007. My link is for SCOM 2012. Although, the procedure is pretty much the same in 2007 (R2) as in 2012.

Another issue .... with SCOM 2007 R2
while running operating system reports (Performance by system and performance by utilization ) i am getting below error if you could suggest some trouble shooting steps on this please .
An error has occured during report processing
Query execution failed for data set Performance data.
