App-V 5.0 package, struggling to change regional settings

Hello,
I have an issue with a specific company app that requires certain regional settings to be present, which is not acceptable in a RDS server environment.
The tried and failed:
1) Modifying registries under HKEY_CURRENT_USER\Control Panel\International doesn't do the trick.
2) Using a script (control.exe intl.cpl,,/f:\\serverfilepath) stopped working with the following error message:
Any recommendations? I was under heavy impression that registries typically solve all issues for such apps.

App-V cannot isolate Local and Regional settings because those go through the operating system. This was also the case with 4.x.

Hello,
You can most likey include the registry keys in the package - but my assumption is the following;
1. They would be excluded by the sequencer
2. They would be excluded by the client
3. Any API would not directly point to the virtual registry keys
So virtualizing them would be useless.
The last error message seems to relate to how you are locking down the server.

Server control panel and other common tools such as regedit and cmd are locked down, so no surprises there.
As for regional settings being ignored - I'm rather surprised, I remember some App-V 4.6 apps that actually worked with virtualized regional registries.
