Hello Omar,
The best way is to create a new management pack, and then override those default monitors and rule according to needs and then store overrides in the new management pack.
In this way, the original one management pack is not changed. You only override monitors and rules applied to your agents and those change is stored in the new management pack.

Hi
if the MP is sealed you can only modify override parameters for each class, discovery, rule or monitor.
you can not change workflow in sealed mp, if you are looking for new monitor or modify monitoring workflow, create a unsealed mp and add sealed mp as reference and create a new monitoring targeting class in the Mp.
if you want to modify workflow in sealed mp, create a override to disable monitor/rule and recreate a new monitor/rule in sealed mp with required changes.

Hello,
Do you mean you want to modify default settings for monitors or rules in the Windows Server Operating System management pack? If that is the case, then you can override them to adjust them according to your needs and store in a new management pack.
You can refer to the below link for more details about override:

If there is any misunderstanding, please feel free to let me know.
