  • if project server 2010 is on one country A and user in second country B.

    How it can be user access Project Server 2010 from country B to country A.

    and open project plans in Ms project professional 2010 and updates.

    and how it can be access sharepoint 2010 sites in country B.

    It seems to be a similar thread to the one Paul already answers here.

    It is more a network/telecom concern than a Project Server concern. As soon your http adress can be accessed from your company network, there is no "country" restrictions for updating project plans by different users.

    Can you please tell us more: which version of Project Server? Is it Project Online or an On-Premise standard hosting on your company network?

    The language on project server and the browser should match.   If they don't then their may be issues as you have seen. 

    Are the languages real close to one another like a different version of English.  If the languages are very different like English and Spanish, then the server will need to setup the different languages on PWA.  The languages are called variants.  So that needs to be setup.
