I cannot configure auto response messages through MS Outlook and also not able to download OAB. GAL displays only if it is connected to exchange.

We are having Exch 2007 and MS Outlook 2007/2010 and the problem is for all the clients. They cannot access OAB when not connected to Exch and they cannot define Out of Office messages through MS Outlook by using OOF.

Generally the issue may occur due to the name resolvation related issue. so please verify your internal DNS settings, and make sure the CAS FQDN is pointting correctly to the CAS server's internal IP address.
if the issue continues, I'd suggest you run the test below to isolate the fault:
1. “Test Email Autoconfiguration". See http://technet.microsoft.com/en-us/library/bb397225(EXCHG.80).aspx.
Please poste the result so that we can know what is the error here.
2. Launch IE in the problematic client and try the URLs below to see if are able to resolve the URL:
The SCP URL returned in “Test Email Autoconfiguration” Log tab. By default, it is https://FQDNofCASserver/autodiscover/autodiscover.xml; the expected result is error code 600.
The Availability Service URL returned in “Results tab. By default, it is Https://FQDNofCASserver/ews/exchange.asmx;
The OAB URL returned in Results tab. By default, it is https://FQDNofCASserver/oab/<GUID>/oab.xml.
Let me know if there is any error.
3. Launch IE in the CAS server, and then try the URLs below:
https://localhost/autodiscover/autodiscover.xml;
https://localhost/ews/exchange.asmx;
Let me know if there is any error.

The most likely reason is an issue with Autodiscover. In Exchange 2007 / 2010 Out-Of-Office messages and download of the OAB depend on Autodiscover.
Which version of Exchange and Outlook? Is the problem related to MAPI RPC and Outlook Anywhere? Do all or only some clients experience this issue?
