Changing outgoing claim as SamAccountName to uppercase in ADFS 3

in ADFS 3 we are tying to set up a claim rule in which we need outgoing Claim as SamAccountName form Active Directory attribute store to be UPPERCASE. in Active Directory the SamAccountNames are in mixed case.

AT this stage I have simple rule as follows.

c:[Type == "http://schemas.microsoft.com/ws/2008/06/identity/claims/windowsaccountname", Issuer == "AD AUTHORITY"]
=> issue(store = "Active Directory", types = ("http://schemas.xmlsoap.org/ws/2005/05/identity/claims/nameidentifier"), query = ";sAMAccountName;{0}", param = c.Value);

Can we achieve this by using Regex only?? OR we have to deploy "StringManiplation custom Attribute store??

Thanks for your response. Looks like we have to deploy StringManipulation Custom Store. I imagine 28 sets of rules may impact on performance of Relying party.
