Missing "Language and time zone" when trying to hange your display language and time zone in Office 365 for Business

  • Hi,

    Some users would like to change their language preferences.

    I am sure this was previously possible, as we have been experimenting with that(1,5-2 years back).

    However currently it seems that this option is gone.

    In this article https://support.office.com/en-us/article/Change-your-display-language-and-time-zone-in-Office-365-for-Business-6f238bff-5252-441e-b32b-655d5d85d15b  I read below text:

    If you don't have a Language setting option

    In some Office 365 installations, display language and some other settings can only be changed by users with certain licenses. If your Office 365 settings don't include an option to change the language, ask your organization's Office 365 administrator for help. 

    So, how to get this option back considering that I posses Office 365 administrator permissions.

    Please consider 2 scenarios: 1) for all users, 2) for some specific users
