Assuming SQL is dead and you have no backup, not even export-csuserdata or export-csconfiguration... you might be able to grab a copy of the CMS via replica: https://skype4b.uk/2015/09/30/skype-for-business-recover-your-deployment-from-a-deleted-or-corrupt-cms/
I'd try to keep the same SQL name and instance name if you can instead, rebuild that server, and reinstall the databases using PowerShell or the deployment wizard. Then reimport the CMS back in.
You're likely going to lose the user's contacts unless you have a backup of that from export-csuserdata or you've merged them into Exchange with Unified Contact Store.
