Suddenly Updates Won't Install

Question
-
I'm on Windows 10 Professional Version 1903 (OS Build 18362.295). Everything has been working OK, and updates had been installing OK until now. I've received three updates;
2019-09 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903 for x64 (KB4514359) - Error 0x800f0922
2019-09 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4515384) - Error 0x800f0922
2019-09 Security Update for Adobe Flash Player for Windows 10 Version 1903 for x64-based Systems (KB4516115) - Error 0x800f0922
And suddenly those won't install and the only message displayed is, "There were problems installing some updates, but we'll try again later.".
Earlier this year I had a similar problem on different computer, and someone gave me a fix that worked, but now I can't find that post. There used to be a "My Posts" link, but it's not there anymore, and I don't remember the title to search for it.
I'd be very grateful if someone could either tell me how to clear the problem or how to find my earlier posts.

Hello,
Please run Windows Update troubleshooter from Settings app > Update & security > Troubleshoot. See if it works.
If that doesn't work, try this:
Open administrative Command Prompt and type following commands one-by-one followed by Enter key.
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
Ren C:\Windows\System32\catroot2 Catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
Close Command Prompt and see if Windows Updates works then.
Let us know if this helps!

I had the same errors too. I was able to manually install KB4514359 and KB4516115 from the MS Catalog but KB4515384 failed with the same error when attempted manually.

I have the exact same problem as described by Capt. Dinosaur. I have done everything that you have outlined in your post to try to install the update, is there anything else that can be done to install this update?

Hi, I am having same issue , kb 4515384 will not install get to 7 % and restarts then rolls back ,it has tried over 10 times to install, tried all steps to resolve this , trouble shooter, restart services, SFC scanow , Dism restore health , disable all security, working with Acer aspire laptop 64bit windows 10 home version windows 10 build 1903 18362.95, I know this update has to do with changing this build but won't get past 7 % then restarts and rolls back, this has been happening since 9/10/2019 every few hours, suggestions ?,thanks.

This is the exact same word-for-word cut-and-paste answer that was posted when stuff wouldn't install years ago on Windows 7. It didn't work then and it doesn't work now. I've tried every single answer posted everywhere on the internet - including the stand-alone installer - and this update Will. Not. Install. The stand-alone installer gets to end and fails with a totally useless, unhelpful error "Cannot install".
Can you give us something better than a Cntl-C and Cntl-V answer? I mean seriously...there are literally hundreds of complaints about this update not installing. Please try to come up with a REAL answer.Wednesday, September 18, 2019 4:02 PM -
What are you doing microsoft? i cannot installo updates anymore and it started with this one as mentioned here! this a fresh install of windows 10 it got some updates initially and then when this appeared now no updates are working at all why is this taking so long it's been 2 weeks fgs.Wednesday, September 18, 2019 9:17 PM

This did not work for me. It seemed to allow the process to start over again and it downloaded and installed and got to 100% of the "Installing" phase then displayed the same error: "2019-09 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4515384) - Error 0x80073701"
What is your next suggestion?

I'm having the same issue. The update gets to 100% then fails with a useless error code; 2019-09 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4515384) -Error 0x800f081f
This error code has been around since Windows 7 and point to a missing source for .NET Framework. None of the so called fixes work.
Any Help?

Same problem here. Try to install updates from Window Update and always fails trying to install KB4515384:
"2019-09 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4515384) - Error 0x80070002"
Tried manually shutting down update services with "net stop" commands above, rename files, restart and same failure. There seems to be a real problem with the installation of the update on many Win10 x64 1903 systems. Like some others this is a "fresh" install, i.e. starting with the 1903 installation media. Not sure if that effects anything but this was not an update from a previous release to 1903.
Cheers,
-Scott

I join the chorus of "won't install' -- exact same 3 proposed updates. I turned off auto updates because after 3 attempts to install with failure and then reversal out -- i will wait till MS does SOMETHING to fix this! I guess NO ONE at MS reads their own technet posts -- too busy counting their millions as their stock has gone up.

Try this and it worked for me! As you all know, the upgrade will take time but this is the way to go for now.
https://www.microsoft.com/en-us/software-download/windows10
From the above link use this section -> Create Windows 10 installation media -> Using the tool to upgrade this PC to Windows 10
Please do not forget to do this, From this Change what to keep and select Keep personal files and apps.
Good luck!
Best,
Pradeep

Same problem here on that update. The KB4516115 and KB4514359 applied manually offline but 2019-09 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4515384) errors out with a 0x800f0922. 26gb free space so it's not space. The thing applies and reverts every time.
Anyone have a work around. Manual installation didn't work. What's next?

Also joining the "chorus," since this is literally costing me money. I have elderly clients who depend on me to maintain their Windows computers, and they don't understand when I tell them "I have no idea why these updates keep failing."
Thankfully, one of them has agreed to allow me to install Ubuntu. So good job, MS, you're slowly but surely throwing away your customer base.

Having the same problem - This work-around doesn't help the situation at all!
When trying to install these updates, my system gets very unstable - screen becomes unuseable, then keyboard - and the only option left is to shut the system down. After rebooting 2 or 3 times, a message finally appears announcing there was a problem installing updates and they will be uninstalled - 'please don't turn your machine off'
Any chance the Microsoft might actually find out how to make these updates install?? (Or, perhaps stop blowing up their own system??)

Yeah, this works fine for the Adobe flash player, but it does NOT solve the problem with Windows update. BTW, after failing for the 10th time, I rebooted into my Xubuntu partition and upgraded from 19.04 to 19.10 in about 6 minutes without a hitch.
Microsoft, get your shit together.
