    Last Error: 452 4.3.1 Insufficient system resources

    Check the hard drive space (250GB Free)

    Checked RAM (19.2GB/64gb used/free)

    I tried to restart the transport service

    I tried to move the queue folder

    none of these fixed it.

    The issue you are facing is a back pressure issue on exchange server.

    there are two types of back pressure issue one is caused if we don't have more then 10% free drive space on the drive where we have transport database (Mail.que) is located.

    the other reason for the same is some one in the environment has sent a very large attachment and the transport service is trying to process it and failing in the process. this is also know as version bucket issue.

    to verify what type back pressure issue you are facing please update the forum with the event 15004.

    What category of event viewer would I find 15004.

    You can check it in Application log with below items:
    Event ID      Source                    Task Category

    Similar as below:

    The resource pressure increased from Medium to High.

    Meanwhile, try to suspend Microsoft Exchange Transport service and wait message send out, stop it and rename mail.que (default location: C:\Program Files\Microsoft\Exchange Server\V15\TransportRoles\data\Queue\mail.que) file. Then start transport service to double check.
