No, you can't prevent this additional file that gets created, which is designed to ensure recipients can always read the file (don't have Office installed). No new work or features are going into the RMS sharing application at this point because
development is focused on the new Azure Information Protection application as its replacement. Because of this, I recommend you provide your feedback to the engineering team on their Yammer site (www.yammer.com/AskIPTeam),
and be sure to include the reason why your customer wants to prevent this file being created (explain the scenario and the business impact).
