    I don't have any USB 2.0 ports, no optical drive, and no options to change the setting in my BIOS.

    What model of your computer?

    This sounds like a hard drive controller error. You should be able to obtain the hard drive controller drive from a USB key and boot the Win7 dvd and load 3rd party drives when it asks.

    In addition, your computer should have come with either a recovery disc or have a Recovery partition on the HD.

    If you have Disc, boot to it. If you have a Recovery Partition: reboot pressing F8 to get the boot options menu. This should give you the options for reinstalling Windows.
