    it is unclear from your question what exactly you want to do....
    You can secure your wireless router with a password to prevent unauthorised use and access to the internet from your home network - refer to the manufacturers documentation for instructions.

    (your smartphone is also capable of providing internet access).

    You can prevent your children and spouse access to specific sites with Family Safety (Tools>Internet Options>Content Tab, Family Safety tab) Set up Family Safety - Windows Help 

    You can password protect internet access (IE security Internet zone) on domain networks with Group Policy.

    If for some reason, you wish to restrict the use of the Internet on your computer, you can restrict the use of Internet Explorer, by password protecting its use.
