Creating multiple Transport rules in Exchange 2007 RRS feed

    Hello Exchange gurus,

    Scenario: We are implementing a solution in which the requirement is that

    when a userA gets a mail from UserB (which is outside the organization) the mail needs to be copied to another Email ID(inside the organization)

    When userB gets a mail from User A the mail needs to be copied to another EmailID(inside the organization)

    Problem: I have around 1000 - 3000 user outside the org which will communicate with 100 users within the org.

    Does that mean I need to create 3000 exchange transport rules to manage each of this unique combination of UserA - UserB scenario or is it I am missing somethign very obvious.

    Quick answers appreciated as we are kind of hitting a road block.
