Since the Sytem Update Readiness Tool detected no errors and the ServerManager.log shows that “C:\Windows\system32\ServerManager\Cache\CbsUpdateState.bin
does not exist”, could you please get CbsUpdateState.bin file from another running Windows Server 2008 computer and replace it under the same directory? Let’s see whether that will fix the problem.
If you have the backup of the server, you can also restore the CbsUpdateState.bin file from backup.
If that won’t fix the problem, I’m afraid you will have to perform an in-place upgrade of Windows Server 2008 if your server
is not a DC.
