Windows server 2008 Administrative tools not loading

I noticed an issue with our Domain Controller Windows server 2008 R2. Some of the administrative tools don't work. When I click on the tool, the cursor changes to busy for few seconds but nothing happened after that. The task manager shows that the tool is on bu I cannot see it. Here are the tools that I noticed having this problem.
Event Viewer
Computer Management
Server Manager
Share and Storage Management
Storage Explorere
Windows server update services
I have do all the updates and rebooted the server.
I noticed when I start any of the above, mmc.exe show up for few seconds in the task manager and goes away- Edited by Anwar Ab Tuesday, May 22, 2018 3:52 PM

Sorry for the late reply. The issue I was having did not show any errors just mmc.exe stopping after few seconds. It turns out it was the latest .NET update, Microsoft .NET Framework 4.7.1. Product Version: 4.7.02558.
I uninstalled it and everything works well.

Hi Anwar Ab,
Did this issue begin to occur after any changes had been made on the computer, such as software installation or upgrade?
And when you open through mmc, it goes away, then any error shows?
Maybe like this?
Please run the command: SFC /ScanNow to scan and repair the system files
What's the result in Safe Mode?
