Hi Robert,
In Project 2013, the "close task to update" has been changed!
It is now the "locked" capability that behaves the same manner. Basically you choose to lock a task in a PWA project view. Consequently you have to previously add the field "lock" to a view. By default the "lock" field will be set to "no". You just have to edit the field and change the value to "yes" for the tasks you want to lock.
